Even though the function of these apps might be to clean your phone, they end up making it slower and consume more battery as well. If you notice that your popups have seemed to show up only recently, you should go through all the apps that you have installed recently and try to figure out which one might be the cause for it.
One easy method to figure out which app could be the popup generator would be by reading the reviews of that application. If it has been rated badly on the playstore, there is a high chance of that particular app being an intrusive one. After you are done going through with an elimination process, delete all potential intrusive apps one by one, there will come a point where these pop-ups stop showing up on your android.
Blocking pop-ups on Chrome (the default browser for Android)
If you are using an Android device, in all probability your default browser would be Google Chrome. Chrome has certain inbuilt tools that can be modified to make sure that popups do not appear on your phone. To do this, here are the steps that need to be followed:

2. Tap the three-dotted icon in the top right corner
3. Select settings -> Site Settings -> Pop-ups
4. Shift the slider so that it is set to block pop-ups

What data saver basically does is that it compresses aspects of a web page that are not essential. You simply need to use Opera as a normal browser and it will provide you with an ad-free experience. Even within this, you have the freedom to select between two options. Opera offers a standard Opera browser and an Opera mini option. The standard one offers all the features however Opera mini is a much smaller package. It not only uses up far lesser space on your phone but also compresses web pages so that they consume lesser data. You can try them both and decide for yourself which one is perfect for you.
Clearing cookies and cache in your browser
Another option that is worth trying in order to enhance your browsing experience is to clear cookies and cache in your browser. Many of these pop-ups appear on legitimate websites. The popups take advantage of the website algorithm and somehow associate themselves with the website every time you visit it. The only way to fix this issue is by patching up the website itself, however, that is not under your control.
What you can do as a short-term solution is, delete the cache so that the popups stop appearing. You can do this by tapping settings in your browser.
